Mr Jamieson won by 129 votes over Labour's Adam Sam Birks, who received 403 votes.
The turnout was 19.84pc.
Kabeer Kher, a Reform member who stood in the general election for mid Norfolk, said Mr Jamieson's win was "no surprise to me at all."
He said: "His experience in project management and the environment is evident in the way he plans and executes his vision, which is why it was no surprise to me at all to see him succeed in this by-election.
"This shows how hungry for change people are and bodes well for future elections in this region."
