Children could gain specialist support at a school under plans for a new education unit, although part of a playing field would be lost.

A standalone specialist resource base for students with social, emotional and mental health needs has been proposed at Reepham High School and College, off Whitwell Road.

The facility would form part of Norfolk County Council’s Alternative Provision Strategy and would operate separately from the main school, while being run by the same academy trust and serving pupils from a wider geographical area.

Norfolk County Council’s Children’s Services submitted the application to Broadland District Council.

Plans include a single-storey building containing three class bases, stores, a practical room, withdrawal rooms, pupil and staff toilets, a staff office and meeting room.

Additional car parking, cycle storage, a secure outdoor activity area, air-source heat pumps, and landscaping including a wildflower meadow and tree planting.

The planning statement said: “NCC identified the need to provide for special educational needs pupils in the Broadland area due to a shortfall in this area of the county.”

The documents state the school acquired additional playing-field land south of the tree line when the sixth form centre was built.

However, Sport England said the proposal would encroach on land capable of accommodating a formal playing pitch.

“Should the development proceed as currently proposed, we recommend that sport-related benefits are incorporated,” it said.

“Any such benefits would need to be demonstrably sufficient to outweigh the loss of playing field.”

Sport England said it could consider the scheme to meet an exception to its playing-field protection policy if adequate sport-related benefits are provided, given the amount of playing field retained and used by the community.

A public exhibition was held at Reepham High School and Sixth Form on June 2, 2026, attended by one member of the public.

The consultation on the application is open until September 10.
