Hook 2 Sisters, one of the UK’s biggest poultry suppliers, sought retrospective permission last autumn to expand Brookside Farm, near Great Hockham.
The original scheme would have raised capacity from 106,000 turkeys to 434,000 chickens.
It was later scaled back to seven new sheds and 310,000 birds.

But locals had spotted builders on site months before the application was submitted, with construction said to have started as early as May 2025.
Breckland Council stepped in on August 2025, ordering the firm to halt all building work.
Its agent has now told the council the firm is withdrawing is plans and will “be in touch in due course to discuss a revised proposal”.
The withdrawal followed an objection from the Environment Agency, which said it did “not have confidence” the operator’s controls could prevent pollution.
The agency warned that any increase in the site’s capacity was unlikely to be granted a permit, given its proximity to protected wildlife sites.
Hockham Parish Council also opposed the plans.
