Breckland Council's Development Control Committee gave the go ahead to two applications by Broadland Housing Association to develop former railway land off Waples Way, on the Moorgate housing estate, at a meeting yesterday.
Dereham Town Council had objected to the plan on the grounds it represented an overdevelopment of the site and would exacerbate already existing traffic problems.
But the application was approved by a majority of eight to one by the planning panel.
The meeting heard that there was a great need for more affordable homes in the market town with 916 on the Dereham housing list, more than 300 of whom currently live in Dereham.
Chairman Elizabeth Gould told the meeting: 'I think its extremely disappointing that Dereham Council seem to consistently not want to assist the 316 people who need homes in the area.'
