Villagers were forced to clean up days-old flooding in their roads and gardens after claiming the authorities responsible did not do enough to help them.
Spur Road in Barnham Broom, near Wymondham, flooded following heavy rain on December 27 and 28.
Residents said their entire gardens were flooded and, as a result, water nearly came into their homes.
Roads were also submerged and not accessible to cars.
Those living in the village criticised Norfolk County Council's response to the issue, saying it could have done more to help.
One resident, who asked not to be named, said: 'My entire garden - and my neighbour's - were flooded and the water was about to come into our properties.
'We risked our houses being flooded.
'All the residents had to deal with it themselves because it was four or five days after we first alerted highways.
'We couldn't physically get out of the road unless we were in cars.
'We've got three kids and they were climbing the walls.
'Our elderly neighbours couldn't get out at all.
'Highways should hang their heads in shame - it's disgusting.'
A county council spokesman said: 'Our crews attended a number of flooding incidents over the last few days.
'We are sorry to hear about the residents concerns and we will look into them, if he gets in touch with us.'
The resident added that neighbours had been forced to block the road at either end with their own cars.
He added that after the police were called out: 'Highways turned up and admitted that the drain was blocked.
'Police said that what we were doing was admirable, but that we weren't allowed to block the road.
'[Highways] brought the wrong tools - they needed to empty the drain but all they were able to do was drain some of the water off - which will come back if we get more rain.'
The flooding was cleared up on Sunday, December 31, following efforts from the residents, who used sandbags to block driveways.
The resident added: 'Spur Road has been diabolical for years, prior to us moving here.
'We spent a lot of money getting the garden to look nice - and although I did say I wanted a pond, this wasn't what I had in mind.'
