Adrian Barnard has applied to Breckland Council to carry out extensions, alterations and improvements on the grade II listed former Old Jolly Farmer's at 46 Yaxham Road in Toftwood.
But the plans were severely criticised by the town council's planning committee.
John Gretton said he was concerned about the 'gradual erosion' of historic buildings and it was a 'crying shame to mess about' with the old housing stock.
'It is a very interesting building and is of enormous significance in the town and is the second oldest domestic building after Bishop Bonner's Cottage. To put anything on it is utterly disgraceful.'
*Town councillors have commended their own plans to carry out repairs to Bishop Bonner's Cottage.
Breckland Council will have the final say on both plans.
