Dereham town councillor John Gretton has suggested the idea for June 10 to 'commemorate the long alliance' between the two nations.
He said the Portuguese community had 'uniquely embedded' itself in the town.
Mr Gretton also said the two nations had not been in conflict for more than 500 years and Portugal was known as 'our oldest ally.'
Councillors agreed to approach the Portuguese community to suggest the initiative.
Town councillor Kate Millbank said: 'I think it is a lovely idea.'
