Great Witchingham batsmen Arthurton, 16, is joining the Essex academy, while left-arm spinner Findlay, 15 - who has played for Bradenham but will join Horsford next season - is linking up with Northamptonshire.
In August, Arthurton became the youngest player to represent Norfolk since the war, while Findlay made his debut for the county's development XI this year.
Both players have come through the ECB's Emerging Players programme, which was adopted by the Norfolk Cricket Board 12 months ago, with Chris Brown appointed head coach for the scheme in the county. He identified Arthurton and Findlay as two players in the 13 to 17 year age bracket in Norfolk who had the potential to play first class cricket - and Essex and Northants have backed that judgement by taking on the talented duo.
